Implementation means building the platform from a blank state

SFMC implementation is the right fit for a business setting up Salesforce Marketing Cloud for the first time, with no existing automation, data extensions, or journey logic already in place. This work involves configuring data models, setting up sending domains and authentication, and building the initial automations and journeys a team will run on day one.

Migration means moving existing programs without losing what works

Migration is a different problem: a business already running email, SMS, or automation on another platform needs those programs, segments, and often years of engagement history moved into SFMC without breaking what is currently working. This work is less about building from scratch and more about careful mapping between two systems that structure data differently.

Campaign management is the ongoing, ordinary running of the platform

Once SFMC is implemented or migrated into, someone still has to build the actual campaigns, manage journeys, monitor deliverability, and adjust segmentation over time. This is the recurring operational work, distinct from the one-time project of getting the platform stood up correctly in the first place.

Most businesses only need one of these at a time, not all three

A new SFMC customer typically needs implementation first, an existing customer switching from another platform needs migration, and any customer already live on SFMC mainly needs ongoing campaign management.
